KEC to announce detailed master plan soon

KEC’s announcement comes few days after signing the first investment agreements with the
international investor to set up two production plants in Khazaen
Muscat: Khazaen Economic City (KEC), the master developer of the new 52 million square metre
integrated economic city in Barka, will soon be announcing the detailed master plan of the new city
Khalid bin Awadh Al Balushi, CEO of KEC said that the detailed designs of the city have reached a
very advanced stage and will be announced in the near future. The first construction contracts will
be awarded and construction works will commence in the second half of 2019.
KEC’s announcement comes few days after signing the first investment agreements with the
international investor to set up two production plants in Khazaen.
The first project is an investment by Hema Leading Line, which will focus on products based on
blending petrochemical raw materials for road and building applications.
The second project will manufacture Water Disinfecting System products to produce Organic
cleaner and antibacterial liquid, to be set up in Khazaen by Muscat Manufacturing and Industries.
Al Balushi said that the Economic City is gearing up to sign a number of similar investment
agreements in the coming weeks; a sign of the increasing interest from across Oman, the Gulf
Cooperation Council (GCC) and around the world in Khazaen’s business-sense location and strategic
positioning between Sohar Port, Muscat International Airport and Muscat City.

“Over the last months, we have focused on building Khazaen’s unique selling proposition as the
region’s leading new investment destination. This public-private partnership, pioneered by Asyad, is
already attracting foreign companies, which will create jobs, enable economic multipliers
supporting logistics SMEs and encourage local raw material refining into value added products. We
are reaping the fruits of our hard work,” Al Balushi added.
Khazaen is the largest public and private partnership (PPP) project in the Sultanate of Oman. The
first phase of the city will include one-of-a-kind facilities, such as the first dry port in Oman, free
zone, logistics and industrial complexes, social infrastructure, residential, commercial and
entertainment components.
“Such investment will help achieve the vision and objectives of Khazaen by FDIs, process local and
regional products into value added products and supplying these to local and regional markets,” Al
Balushi added.

Having read the case above, students are required to familiarize themselves with the operations of
any of the following Special Economic Zones or Logistics Clusters in Oman:- Ibri Export Zone and
Logistics Cluster, Khazaen Economic City, Sohar Economic Free Zone, Muscat Economic Free Zone in
Rusayl, Salalah Economic Free Zone, Nizwa Free Economic Zone, Al-Buraimi Free Economic Zone, Sur
Economic Free Zone or Duqm Economic Free Zone in Oman. Students must familiarize themselves
with that Zone or Cluster’s systems and operations fully so as to do the assignment as required.
Alternatively students may interview any logistics/shipping and forwarding company or ASYAD or
Oman Logistics Centre, or Oman Chamber of Commerce and Industry (OCCI) or Minsitry of Industry
and Commerce or Public Authority for Industrial Estates to explain the operations of the selected
Economic Free Zone or Logistics Cluster (state which logistics organisation you selected for your
interview and assignment). This is without exception. This assignment is very much hands-on and
application based in line with current Oman and global trends and thrust to get students fully
immersed in industrial functions of their discipline well before they graduate and bridge the theoryindustry/practice gap for strategic fit and compliance. Students are required to visit the selected
organisation to interview management on all functional areas before answering the assignment.
The analysis will be based on the interviews and other secondary data to be collected by the student.
An interview script must be attached as an appendix at the end of the assignment as proof and you
state clearly who was interviewed, at which organization/company and his/her position in the

company/organisation. Failure to do what is stated here results in heavy penalties through mark
deductions.

Plagiarism Policy:
3.1. Academic Integrity ViolationsPlagiarism/Malpractice/Collusion/Ghostwriting/Othercases
1. Plagiarism
A. First offence of plagiarism
a. If a student is caught first time in an act of plagiarism during his/her course of study in any
assignment other than project work, the student will be allowed to re-submit the assignment
once, within a maximum period of one week. However, a penalty of deduction of 25% of the
marks obtained for the resubmitted work will be imposed.
b. Period of re-submission: The student will have to re-submit the work one week from the
date he or she is advised to re-submit.
If the re-submitted work is also found to be plagiarized, then the assessment will be awarded
a zero mark
d. Re-submission of the work beyond the maximum period of one week will not be accepted
and the assessment will be awarded a zero mark.
e. If plagiarism is detected in Project work (Project 1, Project Planning and Project Design and
Implementation) the above clauses (a, b, c, d) do not apply and the work will be summarily
rejected. In these cases the student will be awarded a fail (F) grade and is required to reregister the module

module, the student is required to reregister the module

B. Second offence of plagiarism

(in a subsequent semester), the student will directly be awarded zero for the work in which
plagiarism is detected. In such cases, the student will not be allowed to resubmit the work.
b. If the student fails the module and has a proven case of academic integrity violation in this
module, the student is required to re-register the module
C. Third Offence of plagiarism
If any student is caught for the third time in an act of plagiarism during his/her course of study
(in a subsequent semester), the student will be penalized with a fail in the module and shall
be required to re-register the module.
D. Fourth Offence of plagiarism
If any student is caught for the fourth time in an act of plagiarism during his/her course of
study (in a subsequent semester), the student shall be suspended from the College for a
period of one semester.
E. Fifth offence of plagiarism
If any student is caught for the fifth time in an act of plagiarism during his/her course of study
(in a subsequent semester), the student shall be expelled from the College
Types/Variations of cases of Plagiarism and associated actions
A. Type 1: In case plagiarism is detected in any component or part submission (submitted
at different times) of one assessment (assignment), the deduction in marks will be
applicable for the whole assessment (assignment), even if only the component or part

D. Type 4: Variation of Type 1 and Type 2: In cases where the assessment consists of
components or part submissions that could be a group assessment component (e.g.
group assignment) and an individual assessment component (e.g. individual
reflection), the following will be applicable:
a. If plagiarism is detected in the group assessment component, all students of
the group will be considered as having committed an act of plagiarism,
irrespective of whether plagiarism is on account of the act of all or a few or
only one member. The policy will then be applied to all students of the group.
In such cases the group assessment component will be resubmitted as per the
policy.
b. If plagiarism is detected in the individual assessment component, the
individual assessment component will be resubmitted as per the policy. The
policy will then be applied to that student alone.
c. In both cases (a) and/or (b), the deduction in marks will be applicable for the
whole assessment (assignment).
2. Malpractice/Ghostwriting/Collusion
A. First offence of Malpractice/Ghostwriting/Collusion
If a student is caught in an act of Malpractice/Ghostwriting/Collusion for an assessment
component irrespective of coursework or end semester, the student shall fail the module and
shall be required to reregister the module.
B. Second Offence of Malpractice/Ghostwriting/Collusion
If a student is caught a second time in an act of Malpractice/Ghostwriting/Collusion for an
assessment component irrespective of coursework or end semester (in a subsequent
semester), the student shall be suspended for one semester from the College.
C. Third Offence of Malpractice/Ghostwriting/Collusion
If a student is caught a third time in an act of Malpractice/Ghostwriting/Collusion for an
assessment component irrespective of coursework or end semester (in a subsequent
semester), the student shall be expelled from the College.
3. Other cases
If a student commits an act of academic integrity violation as per the definition of “other
cases” mentioned in the previous section or of a different nature, those cases shall also be
forwarded to a departmental level committee set for the purpose .The committee shall
investigate the case by means of a viva and/or a disciplinary hearing and shall take
appropriate decision. The minimum penalty that can be granted to a proven case of academic
integrity violation which falls in this category of “other cases” is a fail in the module. For
further offences in this category, the penalty can range from suspension to expulsion from
the college depending on the nature and gravity of the offence. The guidelines given below
should be followed for undertaking the viva/disciplinary hearing for such cases.

Types/Variation of Cases of Multiple Offences
If a student is caught in a subsequent offence of academic integrity violation which is of a
different nature than the previous offences, then the penalty shall be applied as per the
penalty detailed for the subsequent offence of the current violation.
For example, a student was found to have plagiarized during a semester and was penalized
with deduction of 25 percent marks in his resubmitted mark as per the policy on Plagiarism.
During a subsequent semester, if the same student is caught in malpractice, then the
student will be suspended from college for a semester as detailed in the penalty for second
offence of Malpractice.
As per MEC policy, the minimum penalty that can be granted to a proven case of academic
integrity violation which falls in the category of “malpractice”, “ghostwriting” , “collusion “
or “other cases” is a fail in the module. The student shall be required to re-register the
module.
Late Submission Policy
The recommended practice at MEC is to set the cutoff time to 23:59 on the due date for all
assessment submissions. Should unforeseen circumstances arise, before the due date of the
work, then you may apply for an extension to the deadline of normally up to two calendar
weeks.
You should note that extensions can only be given for genuine “force majeure” and medical
reasons, not for bad planning of your time. Please note that theft or losses of coursework, or
failure to keep a back-up file are not valid reasons.
You must use the ‘request for extension to coursework deadline form’ available from the PG
desk. This form must be accompanied by original, supporting, documentary evidence in all
cases (photocopies are not acceptable). This evidence may take the form of a doctor’s note
or some other documentation.
The completed documentation should be submitted before the due date of the work. Your
request will be considered and if you are successful you will be given a new date by which you
must complete and hand-in your work.
It is not possible to apply for a second extension for the same piece of work. If you submit
work after the published deadline, and have not formally requested and been granted an
extension, the following marking penalties will be applied:

a) Work submitted up to 1 week (5 working days) after the due date for submission will lose
10% of the mark.
b) Work submitted after this, but up to 2 weeks (10 working days) late will lose a further
10% of the mark (i.e. 20% overall).
c) Work tendered for submission more than 2 weeks (10 working days) after the due date will
not be accepted and an absence will be recorded for the assessment concerned. This will
count as a failed attempt and may result in you failing the module overall.
The term week should be taken to mean 5 working days (i.e. Sunday to Thursday excluding
days of official closure (e.g. public holidays).
Students may contact their teachers for clarification on specific details of the submission
time if required.
3.2. Research Ethics and Biosafety Policy
To protect and respect the rights, dignity, health, safety, and privacy of research subjects
involved including the welfare of animals and the integrity of environment, all student
projects are expected to be undertaken as per the MEC Research Ethics and Biosafety Policy.
Accordingly the following shall apply.
 Research and other enterprise activities shall be conducted by maintaining the high ethical
standards consistent with national and international standards and conventions.
 Any research at MEC that is categorized as high-risk research shall be subject to review and
approval by the Research Ethics and Biosafety Committee.
 Research activities involving collection of human or animal tissues and manipulation of
microbial, animal or plant cells shall be subject to review and approval by the Research Ethics
and Biosafety Committee.
 Participants involved in research must be informed about the purpose of research and
intended uses of research findings. Written consent must be obtained from people involved
prior to the commencement of research.
 Data obtained from participants must be treated with high confidence and should be used
only for the intended purpose of research.
